Discourage time wasters or people not being ready

Give it up, guys. The lichess admins are too busy stroking their own egos and writing blog posts about how great they are to listen to people who have better things to do.
I think you'll find the lichess admins are too busy trying to work their jobs whilst also running this site...

I agree somewhat that there could be a penalty, just to encourage people to play the games they set up - perhaps after 20s for <3m, 40s for <8m and 60s for >8m, there could be a +1/-1 rating change, with the game being automatically aborted.

So if white makes the game, but doesn't play a move, black would get +1, white would get -1, and the game would be automatically aborted.

That is from the side of me that wants to discourage timewasting. The practical and moderator-y side of me see's it as too open to abuse, and thinks the current system works perfectly fine.
I`d suggest another approach to this problem: Starting with 2 (or maybe 3 ?) seconds on the clock on "0 X" games, nobody would lose on time the way I did this week, when I hit the abort button a millisecond after my opponent finally decided to make his first move with black on a 0 1 game and it was too late to get the mouse back to the board to make my second move with the white pieces.
@YOLOMAX - that's rubbish - this is not a major issue, just frustrating for bullet players. No reason for lichess to jump to fix it now (or ever, for that matter). Likely have plenty of better things to work on....
Clarkey - the exact issue then is that a premove on my fist move reply starts my clock - a premove is not evidence i am still at the board.

There are exploiters using this fact.

So someone gets you to wait a minute or more - you set your premove but get bored and then your clock starts on your premove when you might not have focus still on the board.
Regarding point 17 : yes FIde is brutal and over the top IMHO

But in my local chess leagues for otb there is a time forfeit usually if the opponent arrives after 30 mins

So the concept is prevalant in real life chess even with the difficulties of travelling there - traffic etc
if you think you're "losing focus", just hit the abort button. problem solved.
I think this can only lead to a solution that creates more problems than it solves. The fact that you've made a move on the board - premove or otherwise - indicates that you are at the board and ready to play. It doesn't make sense to have a special case that only starts your clock after you've made two moves just because your first move was a premove.

"a premove is not evidence i am still at the board." This is online chess, there is no greater way for us to measure your presence at the board.

Just abort the game. And if you're in a tournament, pay attention to the board.
1. Stop playing 0+ games; they're silly.
2. Stop taking it out on volunteers who are providing an excellent, free service.
