2) cheating is detected not only if you score 0/0/0, but also taking into account the style and the time spent on every move, which can reveal if someone is cheating or if you're just facing a skilled player...

It's impossible to catch 100% of the cheaters, example: 2300 fide rated player uses one computer to play and other to use "assistance", now a player that strong does not need to the help on every move, in fact if he uses engine only in 2-3 critical positions he can elevate his strength by 200-300 points and no one can prove he cheats > this means that there is no system on any website to catch 100% of the cheaters, same goes for your fide website (which sucks a lot). However it's easy to catch 99,9% of the cheaters, but to do that high admins effort is needed ( and by the way lichess admins ban cheaters faster than any other website in the world). Conclusion: all the websites including fide use identical ways to catch cheaters, the only difference is that on one website you will be catched faster than on others
