Missing rating distributions

Why there are no rating distributions for correspondence and tactics?
You are allowed to use opening books in correspondence games (and maybe more help) and tactics can easily be solved otb with trying and resetting. There is no sensible way to rate such behavior as it just encourages cheating.
I don't follow. There IS a sensible way to rate tactics and correspondence chess - the same Elo (Glicko if you're pedantic) system that is used for all other time controls and variants. It is in fact used by Lichess, but why hide the rating distributions? Cheating in classical and rapid time controls is just as easy as in tactics and correspondence, but the rating distributions are not hidden.
