These alts are annoying as f***

I agree with the statements posed here about alt accounts...but I hesitate to do anything about it. What made this site great in the first place was it's openness and freedom, even to those who want to be anonymous and not register. Alt accounts are a problem, sure, but making finding them some kind of witch hunt wont help, or making registration a PITA won't be an improvement to the site by any means.
It is time this thread gets bumped.
BTW I have no active alt right now and my only alt, Bulanukh was set up due to privacy issues (I closed this one before starting it and after Thibault calling Bulan an alt I asked for cat_person to be reopened and closed Bulanukh so I have never been using these two together in any meaningful way (yes they coexisted as open accounts for maybe 10 minutes but that's it) ) and it has been closed indefinitely (I do not wish to use it as long as cat_person is fine)
#11 This rule can be applied to Top 100 accounts alone. An IP check can be good since unless people prove that it is legitimate to have two Top 100 accounts with the same IP address such as this is a university IP address or there are two brothers/sisters/roommates living in the same house both good at antichess it should not be allowed for two accounts with the same IP address to be in Top 100 of the same variant.

I propose several restrictions:
1.You need to be around for 1 month before you can be admitted to Top 100. You need to be around for 3 months before you can be admitted to Top 10. Exceptions can be made for good players on other sites or OTB.
2.You need to play enough rated games in that variant before you can be admitted to Top 100 and Top 10.
3.Top 10 players must play some amount of rated games of that variant against players with a high minimal rating (maybe 2000) every week. This amount is not 1 so that you can not just play a newbie to keep your rating high and hence keep yourself on the list. Top 5 and especially Top 1 must play some (more) amount of rated games or will be removed from the list for inactivity.
